Water hazard is not measured by wind category
Understand the difference between surge, rainfall flooding and drainage problems, and plan people, animals, wells, septic and feed around official maps.
The direct answer
Storm surge is ocean water pushed inland by a storm, while rainfall and river flooding can occur far from the coast. A hurricane's wind category does not describe every water hazard. Use official evacuation and flood information, move early when ordered, and never drive, walk or move livestock through floodwater.

Mark surge and evacuation zones, mapped flood hazards, low roads, ditches, ponds, wells, septic areas, culverts and places that pond after ordinary rain. One map cannot answer every question, but several official layers reveal where plans overlap.
Keep livestock destinations and routes out of expected water exposure. A road can fail before the property itself floods.
Floodwater can hide holes, sharp debris, animals, sewage, fuel and live electrical hazards. Keep people and livestock away and do not drive through it.
Afterward, use safe water, protect damaged wells and septic systems, and follow health guidance for flooded feed and produce.
